On GC? No.
On GIO? Yes basically all of them 3.2 and earlier.

ive seen ppl talk abt not having refinements work at w/e.
You've seen people talk about new versions with this issue.

Official Grasscutter is at latest 4.0. If you want a stable experience on GC, then go to 4.0. If you want it to be broken but newer, pick a newer fork (like the one for 4.6 you mentioned).

If you want a stable experience with everything the game has to offer then GIO is your only option
