You have a local server running? Dispatch is on 443?

LunaGC by default does not use 443 for dispatch so if you are running a local server (which you have not shown) then you need to confirm what you are using matches it.

No, Grasscutter is the server.

The patch console that opens with the game is the patch, not related to the server (Grasscutter)

Ok so here's the problem, you closed that didn't you? You cannot stop the server and then connect to it

#

It must be running for you to connect and play, that is why you run it. Leave it open and running while you play. You can close the server after you are done playing
