Why are you downloading resources manually? And you didn't tag this as Cultivation or say that you were using Cultivation, but it sounds like you are - is that the case?

Right, I'm aware that is why you would seek them out, but you don't sound like you know what you're doing so I'm wondering why you're trying to do a manual setup when you already have Cultivation

I'm trying to imagine a scenario where you would go for a completely manual setup while using Cultivation and no seeming instruction for setting up a completely manual setup.

You totally can do a completely manual setup if you want, there is nothing stopping you. I just find it strange that you are trying to do one when you don't appear to understand what that even is.
Why wouldn't you just follow the setup guide?

well i already had grasscutter before! i just downloaded the server file again but it mightve gotten messed up when it was out of order?
but i did manage to fix things! 🥹

The only way for you to get the error you did is either you didn't follow the setup guide, or you followed it then intentionally messed with your files afterwards. It is not possible to get this, no matter what you did to Grasscutter before, if you followed the steps

You could have done some horrible things to grasscutter, or deleted it, replaced everything with pictures of cats - wouldn't matter. Following the setup guide will give you a completely premade, fully set up, issue-free Grasscutter build.
