If you want voice audio, you have to get voice audio. Simple

If you don't know what to do with the voice audio files after you download them, there is already info/instructions in posts going over it such as #1074163457194201150 message
A little note, the reason why game and audio are deliberately separate steps in the setup guide is because they are separate things. The game does not come with any voice data normally, it is a separate download. That's just how hoyoverse does things, not surprising considering voice is from language and there are several languages to chose from.
