Same issue with me, I can't pull any wishes with intertwined or acquainted fates.
So for the solution, what I did was change the banners.js file so that banners consume primogems instead of fates and it worked.
But the intertwined fate still remains zero and I couldn't solve this one.
Working in latest
Tested on both existing and new accounts
If you face this issue, fastest solution is to update to latest. Workarounds like changing cost item is one way to do it, but it's better to be using a fixed version since there may very well be other things fixed that you're also missing out on by doing workarounds
I'm using GC 1.6.2, Cultivation 1.1.1 and Genshin 3.7.0. Everything is up to date but still doesn't work
That's where you've gone wrong - 1.6.2 isn't latest
Latest release != latest commit
You always want latest commit
Since you're using Cultivation all you need to do is click "Update Grasscutter latest" in the downloads menu
Also if you were using the AIO from the start you also would have it working since that's already latest
Do note that the latest commit is going to be version 1.6.1, as 1.6.2 isn't actually part of the repository

as much as I'd like to chalk it up to a difference in installs somewhere, as the AIOs in Cultivation are coming from me I can in fact confirm that the exact build provided in Cultivation has this working

It's likely an issue with player properties (or maybe it was virtual currencies in general?), which used to be an issue on unstable-questing at some point, and 1.6.2 probably has that old bug that was already fixed in the actual repo
Could also just be something else, wouldn't be able to give an exact answer since 1.6.2 isn't coming from current development branch and has no source to reference
Fixed for the Old Account as well, The problem was in mongodb.grasscutter.items. There was no itemId for 223 and 224 for Old Account. So I created two new intem for both 223 & 224 and logged in again in old account and now fates are there and I can pull it using fate. It was not related to grasscutter.players.properties
The issue would have been from the jar itself rather than the database entries, so for example if you were to go back to 1.6.2 it wouldn't be strange for those to be cleared from db again
