If I want to do some grasscutter development work, where do I start? What tool does a developer use to catch and monitor requests between the client and the server, is it Fidder?

Fiddler is the proxy, but you won't be using that to see packets if that's what you're referring to. There are packet sniffers and such you can find in #resources or if you are using akebi there is a packet sniffer for akebi.
That of course is not really related to the image you posted, which has to do with the client vs server verison that isn't going to be resolved through packets or requests alone. To update Grasscutter versions requires protos dumped from the client, and then the resources dumped from the client as well.
