for some reason cultivation automatically downloaded only some of the resources and says there is an error loading textmaps. i looked at someone else's error with the textmap and it said to download from a link, but the link at #1025543438604710018 message is not loading and gives me an error instead.

If you downloaded Grasscutter through Cultivation then %appdata%\cultivation\grasscutter if not then it's wherever you put the folder when you downloaded grasscutter

that's not a missing resources error, just error because different resources are cached than the ones you're loading

You should go set it again to be sure

Cultivation said it is in the Genshin game folder in the Genshin folder, but when I open it there is nothing there

That's just where Cultivation defaults to, because that's the default game install location. Yours is installed somewhere else, so you need to go find and select it
You can open the official game launcher and look in the settings menu there to see the game install path

Yes you need to make an account in your grasscutter console
account create NAME UID uid is optional (must be a number), name is the login name
I'm guessing you haven't yet patched your game though since you had to find your game files so you're going to get 4214.
