The certificate is just to trust the traffic, and does not affect it turning on/off
You can't "reset" the proxy as there is nothing to reset, it is either on or it is off. It turns on when you start the game with "use internal proxy" checked in settings, and off when you close the game

i mean when i have proxy on, it auto set http=127.0.0.1:8365;https=127.0.0.1:8365, idk if it the private server be poop now or something on my end

That's exactly what Cultivation sets the windows proxy to, yes
You need to describe your actual issue though
"the proxy dose not work at all" doesn't actually describe what issue you are running into. You connect to official servers, with verification? Have you tried going to the genshin website with the game open? Your windows proxy is on?

huh never mind than i guess i fixed it
it just somehow it won't allowed connect to the server after i reset boot the game/launcher many time

The error you get when trying to do that is the actual error to describe or search for, just as a heads up for future issues

well i fixed it after i delete all the files and do it again, and it just work, i thought i somehow break proxy somehow
