For short, i love the game story, characters and world, but I HATE the gacha mechanics and farm artifacts. so, I just wanna unlock all charactes, artifacts, etc, and play the game normally. Is this even possible?

There is an fork of GC server in which quests work (but a lot of bugs). This is only for developers, if you have programming skills and experience with GIT, then write to me in messages and I will send you instructions on how to build the server and start the quests

Or... Wait 3-6-12-24 month and probably quests will be playable

also, if i were to build grasscutter, is it device specific or can i build it on a pc and use it on laptop?

It's just a jar file, anything that can run java 17 can run it basically
