You will need to provide information about your issue to get help, you think the proxy isn't starting, so have you tried checking that it is on in windows settings when you launch from Cultivation? Have you tried a different proxy?

since you're using Cultivation you'll need to disable encryption in settings and then restart the server

Generally would mean either: server did not start correctly (exited), or the encryption did not actually disable, in which case you would need to edit config.json so that useEncryption and useInRouting are false manually

you need to use the resources linked above to update your grasscutter server, download it and extract the folder "Resources" in it to your grasscutter folder

since you have the latest jar already you probably don't need to worry about that, but if you wanted to you would just download the grasscutter github and extract it to your grasscutter folder and overwrite
