I've looked all over the wiki and can't find a solution, basically I start the proxy setup process, then genshin refuses to launch and proxy disconnects

it is started in admin, my firewall has an exception for it, and I have everything that is needed to be downloaded

Your metadata is most likely wrong, which causes the game to not start. You should do an emergency metadata restore in settings, then go to %appdata%\cultivation\metadata and delete the files there, then launch again
You need to also make sure you are running Cultivation as an admin and installed it from the .msi, not the zip
