i think war crimes should be an option but with very, very hefty consequences, like massively impacting your relations with other countries the same way choosing fascism does
higher chance of rebellions and uprisings in conquered territories where war crimes were committed
commit enough warcrimes and "interventionist" countries (not exactly sure how to define or implement this) will declare war on you, similar to how everybody rallies in support of a weaker country when it's invaded
