make a spectator mode and add barracks

There is already a spectator mode (sort-of), you just gotta make a new custom game and choose "none" from the country list

You actually can change stuff

When you click a country in custom mode there's this small gear icon in the top right of the tab

after clicking it you can customize the country, adjust diplomacy, etc
