Create a new nation from scratch, the mechanic could work like the select an area to occupy when you're attacking, you draw the perimeter of what land you want, and then the country forms

the country would take the gdp, population etc of what was in the area beforehand

#

for example, if I were to outline Scotland, Scotland would take it's part of the economy from the UK, while the UK loses it

same for population

#

and then you can edit it as you please

like name, military

afaik we are restricted to whatever countries are in it at the start
