The only hunting games I've known to add an asian elk of any sort is Deer Hunter 2014 (dk about 2016-18, couldn't keep grinding). I hope to see them in something mainstream one day

Map without those two are unrealistic because there are. It is only video game. In the video game, you have to protect the two ones all cost unless there is a special mission to hunt a man-eating tiger and leopard. The purpose of the game is educational, conservation and management of wildlife. If you always talk about hunting legislation, this makes one think that it is a comprehensive hunting game. If you hunt them, you will lost much money and you will be penalized. It is interesting.

That is not the same argument. Of course the game is going to have a few unrealistic aspects. But still tigers and leopards are rare so seeing them is very unlikely, and on top of that people want to shoot things. People are gonna get pissed off that they lost money for shooting a tiger or leopard.

Woth already had a section dedicated to why poaching is bad in the base game on Nez Perce it doesn’t need more. Perhaps as maybe a one off mission animal for the dlc but that’s it.

The real challenge is that you can't hunt either of those two unless you have special permission as was the case with the famous story of the Russian poacher Vladimir Markov. For me it is quite a challenge to go on the map where there are those super predators, you cannot hunt them but you have to avoid them from approaching and catching you because they are protected. This does interest me a lot. Of course, I make them photos a lot.

As interesting as the idea is, I don't think that the devs will take time and effort into creating a species that you can't hunt at the end. And the argument that "It's just a game" for wanting to hunt species that are illegal to hunt in RL, is just old. There is things you just don't do, just because it is a game.
