I feel like that might disrupt the whole gameplay loop and be a bit too OP. Now something to reduce the shot hearing range yes! But complete silence? No.
The supersonic crack of a round flying through the air coupled with an animal just dropping/rolling down an embankment or showing the effects of being hit by a bullet will often be enough to spook the other animals.
The main benefits of a suppressor are to save yours and other peoples ears, to increase the accuracy of the shot as it acts like a muzzle brake and finally as you mentioned it lowers the noise preventing other game from spooking in a certain area rather than the herd you're shooting at.
Fair enough but I’m talking game design and for something like that to not bother an animal would just hurt the gameplay tbh

After shooting a tiny hare about 50 boars and bucks are running away 😆 I think t hat in real life this is a reason too..not becaus they want hunt more but more not to disturb/stress other animals...
Having used suppressors in real life hunting I can tell you the animals in the herd all spook still. Animals outside of that herd are not affected in most cases. They are not like a movie though it lowers the volume enough to reduce your need for hearing protection but are still loud enough to be heard at a distance, depending on a few factors.
Air rifles for small game and even big bore air rifles would be an interesting addition to the game though. Air rifles would not change much from what we already have however the big bore option would provide an interesting experience and challenge. They again though are not whisper quiet like TV makes them out to be.
