I think this would definetly add to the game in terms of realism. I am unsure how it would work for console but for PC users it would be quite satisfying to have to manually cycle the bolt from a rifle every shot. you could even add a perk to allow you to cycle the bolt while aiming down the scope!

Technicallly, you already do. You do it when you release the fire button.
It's actually beneficial to hold it down for an extra second to improve follow through.
I've even managed to keep empty guns open.
