I suspect this is far less likely to be an issue for neurortypical players, but also that I am far from the only autistic person who this game appeals to. In the first part of the tutorial it says you can move as much as you want on your turn. This is true in that part of the tutorial. Very quickly thereafter limited moving gets introduced. The explicit statement that you can move as much as you want had me excited to see how such a thing would be balanced in a turn based system.
I get why you might want to let the player move around with no limits in that first part to try out the moving. Telling the player it is a temporary state could be good. I also see why you might not want to put that extra information on them right away. In which case just saying you can move on your turn without explicitly calling out the no limit part would avoid the feeling of being lied to. It would also cut down on players like me spending time thinking about cool things they can't do with this system and instead think about the cool things they can do.
Sorry this got a little long, and I know there might not be enough players like me to worry about it. But I still wanted to express how the tutorial left me with a negative experience.
