It's not just a matter of instructions. There's RAM a matter of how much RAM you can access too, I believe.

Like, the CPU reads a 64 digit binary thing, 0101010, etc. 32 bits, there's only 32 bits of that to fit instructions and commands and memory locations. 64 just adds space for more instructions, more memory locations. That's why 32 bit programs work on 64-bit cpu but not the reverse.
