that generic question: how do i make this sound?

i know this question is pretty much what many, many, many will usually ask but im trying to figure out how to make this sound on the song "Ash Again" by Gawr Gura and Casey Edwards

Sounds like a sustained string section with either a synth pad layer or reverb. It feels more like reverb though

i thought it was a pad with some filter or effect like phaser
