You can make things like that in FL Studio no problem. You just have to know what you're doing like you would in any other DAW.
For your samples to show up in the browser you need to go to Options > File Settings in the top left menu and add your sample folder in the 'Browser Extra Search Folders' section like I have here.
Presets will depend on how that plugin does things but usually there's just a folder somewhere you need to put the presets in. A lot of times the plugin even has a button in the menu to open the user presets folder so you don't have to look for it the hard way.
