You've got good instincts. A common misconception when starting out is what you want the focus of your beat to be. In this case, someone rapping over this would want to hear less melodic elements and more of the rhythmic elements like 808s, claps, hats, etc. You can still convey the vibe of the sample/melody with it turned down, and if anything you'll find it helps each element compliment each other more soundly. Also, don't take this to mean turn every drum pattern up. Rather, start from the ground up by turning everything except the 808 and kick down and then build from there.

all good, another consideration is using an EQ to make sure theres space for everything in the mix. I recommend looking up a youtube video about EQing in the mixing process, and a free plugin that comes with FL, parametric EQ 2, is super straightforward and easy to use.
