There are a variety of reasons why this could happen.

Does OTT work if you load a fresh instance?

Did you scan/verify it with the plugin manager?

Are you using the "modern OTT" or the old version?

And are you using the vector GUI version of OTT?

yup, that'd be the latest. hmm. You didnt save that OTT with the beta version did you?

You don't have hte 64 bit/VST2version of OTT in your list. Run the installer again and be sure to install that.

FL should load VST2 States into the VST3 version, but for some reason taht doesn't work.

Install the 64 Bit VST version.

The x64 VST shouldn't be going into the VST3 folder, FL wont like that.

Program Files\Common Files\VST2 is normally the 64 bit plugin location

You don't really need it anymore, but it's probably like Program Files(x86)\Common Files\VST2

the differen't folders don't really matter fro 32/64-bit FL won't notice a difference.

I wouldn't even bother installing the 32-bit OTT, you don't have a need for it anymore. (Unless you do, but you'd probably know that)
