I think you missed something: tower gameplay right now isn't healthy in RTA environment, because it heavily promotes 2:43 gameplay. All current towers, with exception of nequitia, can be settled as leaders and force you to move first.
While we don't know exact details of Felix's kit, it's safe to assume to some extent she'll be used as a camping unit, regardless of intended way.

Na yubin, on the other hand, makes a punishment for having a tower unit on your team, so you'd doubt about running one in the team altogether.

As long as camping exists, na yubin must be a necessary evil to make a counter move and punish the camping attempt. Kinda like swan/lyud/rking, it'd be nice to have a rock/paper/scissors effect, but not a lot of players will be happy that annoying playstyle will get a buff

The new tower unit doesn't have her kit reveal yet, no one can say that Yubin makes her unplayable. At least from the PvE footage she seems to cast her ultimate at half health. This doesn't necessarily translate to PvP kit but my point is that they can design her kit to work around Na Yubin, like how they designed Swan to be immune to special hitstun when silenced, as if Amy isn't bad enough already.
Na Yubin kit has already been this way for years now, him countering tower units is intended, and the ban system exists for a reason.
TLDR the devs know that Na Yubin exists, wait until the new tower unit's kit is reveal.
As for your point about tower gameplay, that strat is obviously unintended. People use it to bypass the auto deploy and sit on negative deployment point, in a game where managing dp is a core aspect. It's unhealth for a strategy game to have a single strategy that is abused as a clutch. Terror isn't anywhere near as bad as tower camp, there are only a handful of players with heavily invested team playing Terror because it isn't that good.

na yubin was already powercrept for quite a while, that's why he received both stats buff and alternium to stay relevant

if you want to buff towers this badly, you'll have to nerf rearm sylvia too. She was made to counter towers too
