Probably means upkeep. Without any events, the Quartz income dropped so that you can't make the usual purchases for a couple of weeks.
But you could argue that it's within fairness since SEA is an older server.

If that is the case, then this question should go to SEA's customer service
since the update schedule is on them

Yes, but since SEA customer service won't be in a position to do that anymore, the duty (debt) falls on the next in line, which is Global. 

@woven walrus well after going into merge mode we don't get any update as you know. no new login bonuses except monthly one, no new events because of merge etc. so that means less quartz income for 2 months. and it doesn't fall into zlong since they shutdown their server. i guess someone had a say about no update for 2 months i assume?
and before merge announcement game have a good quartz income where i don't have any big quartz drop and i can buy weekly black ticket packs and daily shop resets 5 times. and my quartz pretty much stayed same.
Framing it another way, it's really just a suggestion of something simple that Global can do to make the game a bit more enjoyable for people who were deprived in the wake of this merge.
It’s not even a sea issue
Even global quartz income has been terrible
If I didn’t buy quartz I wouldn’t even be able to buy weeklies
Sea needs compensation
