I made everything like in tutorials, but shortcut stops at the same step (in screenshot) and the request is timed out. I have IpadOS 17.5.1 no jailbreak

your ip is incorrect or server running on your pc can't receive requests from your ipad, check firewall settings, ensure your pc can communicate with devices on local network, and also try pinging your pc with ping utility, for example with this
