Just to follow up on @robust wren's messages: the level of information here is not thorough enough for any follow-on investigation. Indeed, the opening post is just a copy-paste of some words from another bug report.
Reading between the lines, there could be an XP bug or there could be a description of non-linear progression resulting in progress slowing down past a certain level.
It is true that each subsequent level results in a higher threshold to progress to the next level.
I would like to know specifics on the situation: whether it's a single- or multiplayer game, how many players are affected, what their classes are, screenshots or descriptors of the specific levels reached and what the indications are for XP seeming to be 'frozen'. As always, the key thing we'd want to do here is identify the criteria to either replicate or isolate the fault and for now we can't really attempt either.
