Hot should drain water in addition to this and cause vision blur, cold should obstruct vision with frozen glass effect and drain food.

Never noticed it much, maybe the rate is too slow.
You should have double drainage when you're protected properly and faster one when you're not.

I vote for the colder you get the slower you move. It should be a minor penatly if you say get cold in Forest while its raining but then be very significant in snow when your toes have frostbite.
