I didn't check for arrowheads, but some items you can scrap only when you stack enough of them. Those sticks for arrows come to mind.

Have you tried smelting them down as is in the forge. Might not need to scrap them

Would have suggested the same. Try to smelt them. Similar to iron chairs.

Yeah I can smelt, but that one single arrowhead from loot always takes in story space
