@modern wing not the same purpose. You can use AE for editing but you'll have a bad time. The editing software from Adobe is Premiere. If you're a beginner in editing you should go with Vegas, it's way easier. You can always import your project in AE after and add better effects (twixtor, color correction, motion blur)

the pb with velocity is the framerate : if you take a 60fps clip, slow it down at 50%, you get 30fps but on a 60fps video overall

that very visibly sucks, even viewers who aren't used to spotting bad framerates will notice

in general: if the plugin exists for Vegas, it very likely exists on AE, not true the other way around tho
