Honestly the biggest issue with Philly when they play against Shock is that Carpe is their best Tracer player AND Widow player ... but you can't put him on both to deal with Striker/Ans ...

IMO tanks/supports are pretty even, but it's a DPS difference ... if Philly beats Shock (at least assuming meta stays constant) then it's because of a superior Sombra player
