While I'm overall in favor of hero pools/bans at all ranks, I do somewhat agree that they aren't quite necessary below Masters. Problem is, I don't see a clean way to implement it for some ranks and not others. Let's say they do it based off of individual rank. Does that mean anytime there's a Masters player or above in a game that Hero Pools are automatically in place? Even if the rest of the lobby is made up of Diamond players? If it isn't based off of individual ranks, do you instead use the collective "Team SR" that's displayed at the beginning of each game? What if one team's SR is 3495 and the other is 3501? Are the bans now in place because of that one team? If you're in mid/high Diamond or low Masters the whiplash you're likely to experience going from game to game, one or two with no bans to speak of and then the next with restrictions, isn't ideal. And it's essentially all left up the mercy of matchmaking at that point.
Either Blizzard march forward with hero pools/bans for all or they retreat back to a state of no restrictions.
