Two issues with Zarya in this meta, and ESPECIALLY on an enclosed map like Anubis: 1. Difficult to build charge. 2. Much easier to get walled off and isolated. With Dva, you can much more easily bait walls because you know you have the mobility to fly up and bail you out.

with new accounts
they still have to sign-in/sign-out if that's what you're asking
but it's not their main accounts

Perhaps. They didn't use him against Justice, but that's just one game.
Eqo is a veritable Swiss army knife as far as his hero pool is concerned, and he's shown that he can flex onto most DPS and perform quite well in most cases. However, this is a Mei-centered meta and it's rare that you would ever want to take her out of your comp. If the coaches feel that Ivy is better on Mei overall there's no reason to go with Eqo because you don't need to be able to play anything else, just Mei.
