Because with 2-2-2 lock you can’t have 3 or 4 dps comps, you can have goats, etc

Academy Teams, more so than your standard teams, have fully contracted players. So for another team to offer they'd need to buy out the contract, etc, etc, etc. Which gives time for the main team to counter offer, sign them, etc.
