Best you can do is buff other things to create map variation, which we're getting to now.
You can keep tweaking things like speed boost, discord, etc, but you can't Brigitte it because then you lose hero validity when going to a 2/2/2 or a 1/3/2.

All that taking apart the division play would do would unfairly impact the players with a harsher travelling schedule causing a dilution of play that makes for worse games.
Unless you want to try and manage players fairly going to Korea, UK, China, Canada multiple times a year to make it fair to play everyone twice.

Which is part of what makes it impossible for everyone to play everyone.

The map score is a good way to empower teams that trying always matters, no matter what.
It prevents a lot of intentional throwing for seed position because its a LOT to micromanage.
So it discourages the situation you were worried about.
At the end of the day they want a highly viewed, mostly well respected league of play.
It's why they picked the NBA to poach people from in terms of organization. From a numbers standpoint it makes sense to emulate them as much as possible due to their viewership and sponsor numbers.
Moreso than the NFL, MLB, Premier League etc.

It's less about verticality anymore (since there's Winston Goats) and more about corners. The Havana map is actually very open, with the only exception being the warehouse area. Also the Bridge onto what we'd consider "c" with the double raised sections around it would be a kill tunnel.
You'd be able to DPS two out of three points easily.
But he specifically referenced it as a pvp map.
Which makes me think a return of the 4v4 pvps etc.
Which it would be really good for, especially the warehouse.
