There's two reasons this is possible: 1. The OWL websites ladder is actually incorrect - it doesn't display the ladder as per the rules. 2. The teams with matches still to play are expected to lose, which causes their map differential to go down not up.
For anyone interested, the ladder if it were displayed as per the rules would currently be:
- NYE. 2. VAN. 3. TOR (2). 4. PHI. 5. DAL (4). 6. ATL. 7. GZC (8), SFS (8). 9. SEO (10). 10. GLA (13). 11. LDN (7). 12. HOU (11). 13. HZS (15). 14. BOS. 15. SHD (17), PAR (12). 17. CDH. 18. FLA. 19. LAV. 20. WAS. Numbers in brackets are what the OWL site/app displays the positions as.

Tie breaks go to head to head map wins, then match wins.
Most teams at this early stage of the competition don't have head-to-head results with teams they're tied with, therefore the tiebreak would be a tiebreak match (map).
(I'd have to go back to the rules, but I think i remember it saying a tiebreak will just be a single map match - don't hold me to that)

Fragi's main problem on Rein is also his greatest strength: he's incredibly aggressive. Now that isn't necessarily a bad thing on it's own, but that take resources, and the Fusion never seemed ready to support that playstyle.
When Sado came on, not only did he mesh better with the team on Rein, he also had a better Winston, something that Fragi noticably struggled with throughout Season 1.
That said, personally, I really like Fragi and he's one of the reasons I gravitated so heavily towards the Fusion at the start of OWL.
He always came across as the heart of the team, on and off stage. Fragi was also the face in many aspects, usually doing interviews post game.
Sad to see him benched. Hopefully he makes a comeback.
