@pearl stratus I was processing his game play earlier and from what I've analyzed and this is just my opinion, .... I think the situation at the time makes his plays look better than it really is... ie... he's definitely not Top 3 level, but he's playing well enough to take advantage of the, "fortunate/easy" opportunities.
In some situations one can say, "it gets the job done," but in others the very real fact of stats obtained from playing a lesser team and/or a team that is just playing not at their peak is to be taken with a grain of salt..
ie... NYXL vs Shanghai... of course NYXL will have crazy stats that are through the roof in clowning on SHD ... now to compare that to a game like with NYXL vs London, would hold a different "value" since it is more 1:1 than NYXL playing against the worst team SHD.

Lucios decays because of just how much upfront shield their is, it makes a ton of sense.
Eh depends, with the right comp I can basically get an ult on Brig every 40 seconds or so. If we maintained a steam roll my team basically never had less than 100 armor.

Decay, out of combat, would be a solid solution because it resets team fights to nearly even grounds and relies on the Brigitte being able to charge her ult after/before the next team fight.
But again, I don't think they have an out of combat indicator really.
