They buff a hero who basically doesnt have to aim to hit more enemies at once, buff guy who among all tanks has pretty much only one counter and thats when you are lucky and finally allow another hero to miss you yet it will be counted as a hit. On the other hand, they nerf tank (even though she keeps asking for it) and once one guy in league popularizes a pretty difficult support, he gets nerfed too

But its dependent on map.
IF its a good Rein map, they're a good pair (KR, etc)

Shield always gets hit before armor.
So say you E Zarya, and give her 75 armor (full health)
She self shields.

Yeah.
Armor is a flat 5 damage reduction for any hit over 10 damage. If its under 10 damage it reduces the damage by half.
So D'va who has pellets that deal like... 6-8? damage
IT drops it to 3-4 damage during shield.
So burst is the better option because a 120 damage Pharah rocket only drops to 115.
Provided all my maths and stuff are right, which I think they are.

I think she'll be heavily map dependent.
Because of what you have to give up to get a Brigitte in most standard scenarios.
Assuming a 2:2:2 who do you replace? Zenyatta? Discord and Trans are just too good.
