I'd say in this meta the combo of them makes the main tank. Like some messed up Voltron.
Two off tanks, that when working together, make a main tank.
If they don't work together, you just have two off tanks.
@grizzled mulch I'd also tack on that due to the weak nature of their supports their ult economy gets messed up often which leads them to not be able to properly counter things.
