Faker is considered to be the best because of a few reasons. The main one is his extremely wide champion pool. He plays nearly everything you can dream of, and he plays it at the highest level.
The thing about Faker is, he is good in every meta. His champion pool is so wide and his playstyle can adapt so well that it doesn't matter what the FoTM is, he can play it to the highest of levels.
Also, not to mention, SKT T1 K is in a slump, but Faker is not. The only reason SKT T1 K is even still top 4 (they are top four) is because Faker can solo carry games.
