But if we are to look at the release pattern for the first game, it was announced at blizzcon 2014, given more info at blizzcon 2015, and released may 2016. So far, they've announced OW2 at blizzcon 2019, most likely giving more info blizzcon 2020 (now moved to early 2021 because of the things happening to the world) and then it is predicted that it will release may 2021, thought it hasn't been outright confirmed, but it makes sense

Well, lets's look at it from the perspective of each character's connections to ne of the following topics - military, SEP, pre-fall of Overwatch, post recall, Vishkar, Talon. All of them hold some form of connection through their past of their present. Now look at Raodhog and Junkrat. Neither of them are involved with any of those topics, only Junkertown and chasing gold. Yes, there is specualation that there may be something more to Junkertown than we see but they hold no connection to anything else but that. Not to mention that their character designs don't fit in with the overall theme of mechs, hard light, prosthetics, visors, etc.
