Lucio's father made the core tech for the Sonic Amplifier that Lucio uses for Vishkar. Lucio then stole it from Vishkar and modified it to work with his music. I believe he also stole his skates but don't quote me on that.
Volskaya meanwhile didn't steal anything. The pictures Sombra has are of her trading for Omnic weapons. Russia hates omnics and are currently at war. The pictures incriminate her of being a war profiteer that powers her mechs with the hated enemy's technology

On Torby and OW2, during Blizzcon on the so-called new character design of OW2, they mention something about that.
Officially during OW2 time Torby is considerd to be retired from the whole hero business and working on in his workshop, hence his character design is more civilian so to speak
doesnt mean he does not continue to support them, building stuff and such, but mostly he is out of the frontline.
So yeah, lore wise Torby is not going to be in much frontline action, which makes sense. But definitely still in the lore, I mean it is a familywatch thing.
