1 - They had met before, back when OW was still operational.
2 - The writers didn't think about it as a big universe at that point, they were just making cool shorts.

I try to reconcile the details between new lore and old lore, but if I can't I don't worry too much about it

My hope is that in OW 2, the hero missions won't all be available form the start but will have to be beaten and unlocked in subsequent order, kind of like a campaign.
Would make the timeline a lot easier to track as well
