Echo being a Singaporean makes some sense if, aside from reading her voice lines, you take a look at her ult. She can imitate any heroes and even speak their language when using their ults. Singapore is one of the world's diverse countries home to many races such as the Chinese, Malays, Indians, Eurasians and more. Plus the fact that the Singlish language is made up of dialects from other languages such as Hokkien and Malay.
Oh yeah, also there's lots of delicious foods in Singapore, including fusion food which is a mixture of different ethnic culinary styles.
