It could be that Liao designed Echo’s ai as a peacekeeper and thought experiment, got attacked and captured or killed by a third party, and Echo was left to be turned into a weapon
Either that or it was a very angry ai
Otherwise we’d have seen more of Liao I think

keep in mind that even if our theory about anubis is correct, the new hero could still be echo, assuming she was another of Liao's creations
