It's like that for gameplay a lot. Another example is Sigma (old, not particularly fit dude) has 300 base health, but Zarya (ridiculously muscular woman in her prime) has 200 and Rein (similar age, almost as strong as Zarya) has the same 300 base.
It's just game balance, so don't sweat too hard about fitting it into the lore.
