Jeff stated the OW team has bigger plans for her, and based on what we've seen, she is likely going to be a dps. Not to mention she is seemingly now a core member of new OW in Zero Hour meaning she will likely be released this coming year. The reason I say this coming year is because based on what was revealed with Sojourn, it seems they already had her highlight thing done which I take to mean, they've finished her and will likely reveal her today or tomorrow.
Echo will be a playable hero but as of right now, she is yet to be available.

But again; Why? This only works on the assumption that the junkers have a negative relationship with Overwatch to begin with which hasn't been shown to us at all. Russia has a negative view of Overwatch, Italy has a negative view of Overwatch, but Australia hasn't even been shown or revealed to do so. Overwatch meeting the junkers in the first place is already pretty unlikely. Yes they have to help out every part of the world but they're likely putting in countries with low resistance first. Hence why they go to Rio first since South America was the most impacted after the first Omnic Crisis and hasn't rebuilt to the extent the rest of the world has, and of course they had to introduce Lucio into new OW ranks somehow making Rio a good start for the story to take place.

The error with that is, you're assuming Los Muertos operates in such a manner that they could get their hands on something important from Null Sector. They don't. And for them to steal something like that, they'd have to first know the location of Null Sector which they have no reason to even seek out in the first place. Cause they're just a gang. Not a tactical strike team that can just come and go as they please.
Sombra is with Talon and likes to keep to the shadows most of the time so her outright revealing herself is a no go on that. She's also shown care for her city and place so I think perhaps she does help OW. Maybe a door opens up and they can't figure out how in the Null Sector ship; Maybe a big boss stops operating and they don't question the good fortune. She wouldn't outright reveal herself unless necessary.
That's not how plot twists work. A plot twist would be like Genji revealing he was a part of null sector the entire time. Null Sector attacking a city after it being shown twice to us that they attack cities is not a plot twist.
Cause Null Sector is doing a world wide invasion, and I'm pretty sure Route 66 is a part of the world.
Second, it's gameplay. That's hero missions and not story missions. Hero missions take place in existing maps that we already have and don't necessarily intermingle with the plot in OW2

Deadlock is an antagonistic faction but not a major threat. Based on the Reunion Cinematic, they only recently returned and operate in weapons dealing and smuggling. If anything they have a small militia to defend themselves rather than thinking "Wow the world is going to shit... Let's do business." If anything they continue stealing weapons and interfering and that's how they get introduced but being an actual major threat is a no go.
