This isn’t Moira or Horizon’s doing. Moira experiments with genetics and gave Reaper the ability to break down and reform his cells at an extremely rapid pace. The stuff we’ve seen for Sigma does hint at him being superhuman, but it’s probably associated with the manipulation of space and time and not cellular manipulation like what Moira does. Horizon also has different suits for their animals, and the animals are referred to as specimens instead of subjects. He’s most likely some sort of test subject for Lucheng or potentially a prisoner of some maximum security prison who is being used for experiments.
