Based on Reaper's wraith form and seemingly "unstable" demeanor, we can assume that he got moira's earlier experimentation and thus a worse version. Moira on the other hand seemingly suffers no genetic or personal issues that we've seen of her and her fade is clearly more advanced and perfected than reaper's
So that goes back to my point. It makes very little sense to have recruited Moira as a combatant when at the time she was just a geneticist
