The second is the Petra Archeologist that has ties to every single map that is lacking in lore (other than Blizzardworld) as well as being known personally by Ana and probably Soldier 76 as well
Petra, Ayutthaya, Ilios, Oasis, Ana, and probably Jack are his ties.
